Dili Institute of Technology (DIT) is a community-based, non-profit education institution delivering higher education and vocational training targeting the training needs of youth, veterans of the resistance and children of veterans. It is committed to general education and training that will assist in skilling the nation in technical and business areas, building a workforce capable of meeting the demands of the private, public and community sectors in East Timor.

DIT was established in 2002 in the newly independent East Timor. It is registered in the Court of Dili, with the Ministry of Education and with the Ministry of Labor and Community Reinsertion. In 2008, DIT was accredited by the Government of Timor Leste as a higher education institution with the total score of 92.88%. As with many sectors, the country’s education system is confronting a huge rebuilding task. In addition to the destruction of infrastructure the system must address the lack of a legislative framework, and the need to develop appropriate, relevant curriculum, teaching and learning methodologies and consistent academic standards. With limited resources and the growing demand for vocational skills, the participation of the private and community sectors in education is needed to support the training requirements of the country.

Mission
The mission of the Dili Institute of Technology is to provide education, practical training, research and service at the highest international standards, to satisfy the community need for people with knowledge, expertise and skill in science, technology and professions, appropriate for the national development of East Timor and the broader socio-economic advancement of the region.

Vision
Dili Institute of Technology will become a centre of excellence in education. It will have high-quality teaching staff, with expertise to teach, research, and provide practical training to students in accord with the nation’s needs. Skill-based education covering selected areas of business and management, and engineering and science, will be provided at internationally recognized standards.
The community will recognize the Institute as a provider of vocational and higher education which is accredited at national and international levels. Graduates will have the ability, and the will, to apply theories learned and skills acquired to address challenges and resolve problems within the community. Employers will seek to recruit DIT graduates and will look to the Institute for continuing education and training opportunities for their staff.
By 2020 the Dili Institute of Technology will be recognized internationally as an excellent professional education and training institute and the leading innovative and creative resource for the community it serves.

Organizational Goals

DIT currently has 600 students enrolled. There are 34 fulltime staff and 26 part time lecturers. The degree programs started in 2002 and 2003 and a pilot Certificate II in Business was conducted in 2004/05. The Certificate programs listed below are planned for the academic year 2005/06.

Research Activities
As a tertiary institution, DIT wishes to grow stronger in the area of research and scientific investigation to assist in the national development, and to develop science itself. Research activities will help DIT in three ways: (i) develop DIT staff to carry out research, (ii) increase DIT income to cover operational costs, and (iii) increase the experience of students in surveys and research. Through the Centre for Applied Research and Policy Studies (CARPS), DIT has carried out research and professional consultancies for many agencies, including the World Bank, IRI, CIDA and UNICEF, in various areas.

Up to 2008, DIT has conducted research in the following areas:
- Labour market survey in Timor Leste, financed by the World Bank.
- Decentralisation of local government, financed by CIDA.
- Domestic energy demand in Timor Leste, conducted in cooperation with NORPLAN
from Norway, and financed by the World Bank.
- Study to prepare a master plan for electric energy in rural areas in
Timor Leste, done in cooperation with NORPLAN and financed by the World Bank.
- Study to re-establish an electricity network in rural areas in Timor Leste,
done in cooperation with NORPLAN and financed by the World Bank.
- Public opinion survey on politics in Timor Leste, done in cooperation with
IRI and financed by USAID.
- Public opinion survey on the work of the Timor Leste National Police,
financed by UNICEF.
- Study to review the effectiveness of a UNICEF project in Timor Leste,
financed by UNICEF
- Study to develop Tetun orthography.
- Development of a Tetun-English English-Tetun mini-dictionary.
- Development of books to teach Tetun at university.
- Feasibility study on setting up polytechnics in Los Palos and Suai, done in
cooperation with Victoria University in Australia and financed by AUSAID.
- National survey on HIV/AIDS amongst youth aged 15-24 years in Timor Leste,
financed by UNICEF.
- Pre-feasibility study on piping natural gas from the Timor Sea to Timor
Leste, done in cooperation with SERN and financed by SERN.
- Public opinion survey on USAID’s presence in Timor Leste. Funded by USAID.

Staff Development
From its inception DIT has placed great importance on professional staff development, seeking and creating opportunities for staff to broaden their experiences and study overseas. With support from the Shell Foundation and the Ross Trust nine staff undertook vocational teacher education training at Box Hill Institute and Victoria University in Melbourne during 2003. Canberra Institute of Technology in Canberra created programs for three staff in the areas of Tourism, Automotive and Metal Fabrication during 2004 and in 2005.

Three staff left Dili in 2004 to undertake their Masters of Engineering in Malaysia supported by the University of KUITHO. In July 2005 Victoria University in partnership with Lembaga Administrasi Negara Republic of Indonesia (Institute of Public Administration), Brawijaya Universitas Polytechnic, Malang Indonesia and DIT commenced delivery of the Certificate IV in Assessment and Workplace Training in Dili giving successful participants an international qualification in vocational training delivery.

In 2008, 4 staff left to Indonesia to undertake master programs in computer science, civil engineering and management at Gadjah Mada University (UGM) and Satya Wacana Christian University (UKSW), Salatiga, Indonesia respectively.

In 2009, DIT plans to send another 8 staff to pursue master programs in the area of computer science, mechanical engineering, finance and agribusiness at UGM and UKSW, Indonesia. By the end of 2009, all full-time academic staff will join Certificate IV in Training and Assessment which offered by DIT and Victoria University, Australia. DIT is also targeting that all full-time staff will have at least master degrees from accredited and well-known universities abroad by the end of 2014. In September 2009, two engineering staff will be sent to the University of Western Australia to learn curriculum and syllabus design and assessment method in engineering.

Facilities
The Institute has almost 4 hectares of land in Aimutin very close to the campus in Bairro Pite. Within this land, DIT has built facilities such as main office, 12 classrooms, a big conference room, 2 meeting rooms, library room, a computer lab with 25 dual core LCD screen PCs , a language lab, auto-mechanic workshop, soil mechanic lab, sport facilities such as soccer field.

The Institute has rehabilitated three buildings in Bairro Pite and facilities now include a language lab, a computer lab with 40 PIV and dual core LCD screen PCs, a seminar room, a meeting room, two general purpose classrooms and offices for administration and staff and mini hotel equipped by bar and restaurant for tourism and hospitality training.


Regional campuses
In keeping with its view that development of services should not be Dili centred, DIT has two regional campuses, one in Oecusse and the other in Baucau. DIT currently has almost 80 students enrolled in Management Courses in Oecusse. In partnership with Rotary and the Box Hill Institute of TAFE, DIT will offer practical, vocational courses at the Baucau campus. The Baucau District has a high concentration of Falintil veterans and the work in Baucau is part if DIT’s commitment to the Association of the Veterans of the Resistance.

Library
DIT has a dedicated library facility run by professionally qualified staff. It has one room containing the collection with an adjoining reading room, a photocopying room, staff workroom and 6 PCs for library users. It opened with shelving, furniture and books donated from Australian libraries and businesses and some books in Indonesian purchased with a grant from the Asia Foundation. It is operating as a non-lending library to maximise access to the books while the collection is small.
The collection consists of approximately 4000 volumes of books and journals mainly written in English and Indonesian, with some in Tetum and Portuguese. The material is being catalogued onto a database using WINISIS, a software package developed by UNESCO, and using classification and cataloguing resources donated by Australian libraries. It also has small specialist journal collections donated on an ongoing basis by Engineers Australia (N.T.) and the Institute of Public Administration Australia.

Centre for Language Studies
Timor Leste has two official languages (Tetun and Portuguese) and two working languages (Indonesian and English). Tetun and Portuguese have been introduced into primary schools as the languages of instruction and there is the expectation that by 2010 tertiary institutions will be delivering in Portuguese. While Tetun is widely spoken there are few written materials developed and current students use Indonesian for almost all written work with very few having even basic Portuguese. In response to this situation and the increasing demands for language skills training DIT has established a language unit. The unit is currently teaching Tetun writing skills, English and Portuguese and would like to develop a program for translators and interpreters utilising new language laboratory equipment.

DIT is forging networks and partnerships throughout the country and overseas to collaborate on joint ventures that enhance education and training opportunities and develop the capacity of the Institute. Currently active cooperation is as follows:
